African governments are increasingly evaluating state-backed Bitcoin mining as a tool to monetize underutilized energy resources, following a broader global trend that now includes Kazakhstan’s newly approved framework linking industrial mining directly to a sovereign cryptocurrency reserve.

Africa’s Energy Advantage Draws Attention

Several African countries possess abundant hydroelectric, geothermal and natural gas resources that remain partially underutilized because of limited transmission infrastructure or weak domestic demand. Rather than leaving excess generation idle, policymakers are increasingly considering Bitcoin mining as a way to convert stranded electricity into digital assets.

The approach has gained momentum as governments search for new sources of revenue, diversify national reserves and attract infrastructure investment without relying exclusively on commodity exports.

While policy frameworks differ across the continent, the common objective is to transform surplus energy into productive economic assets.

Kazakhstan Offers a New Blueprint

Kazakhstan has become one of the latest countries to formalize that strategy.

Under Government Resolution No. 638, approved industrial mining companies will receive guaranteed electricity quotas at regulated tariffs under 10-year agreements. In exchange, participants must contribute 10% of their mined cryptocurrency – after electricity and delivery costs – to the Astana Hub autonomous cluster fund.

Those digital assets will then be placed under the trust management of the National Investment Corporation, operating under the National Bank of Kazakhstan, to support the country’s planned National Strategic Crypto Reserve.

Participation is restricted to large-scale operators meeting strict infrastructure requirements, including at least 150 MW of data center capacity, high-efficiency mining equipment, redundant internet connectivity, annual independent audits and full tax compliance.

The framework integrates industrial mining directly into national reserve policy rather than treating it solely as a commercial activity.

Governments Increasingly Mine Bitcoin

Kazakhstan joins a growing group of governments using domestic energy resources to accumulate digital assets.

Bhutan remains the best-known example, having built a substantial sovereign Bitcoin treasury through state-backed hydroelectric mining. El Salvador continues expanding geothermal-powered mining alongside its national

Bitcoin reserve strategy, while the United Arab Emirates has supported industrial mining through state-linked energy partnerships. Pakistan has also advanced policies aimed at integrating digital assets into its broader economic strategy.

Industry estimates suggest that 10 to 13 countries now operate or support some form of state-linked Bitcoin mining.

For many governments, Bitcoin mining is increasingly viewed less as a speculative activity than as an alternative method of monetizing surplus electricity, particularly where exporting power or expanding domestic consumption remains economically challenging.
